Once a king assigned the task of controlling the robbers to his minister called Bharchu. He finished the work successfully but stayed back to complete his job. The persons who were jealous of him, spread the rumour that Bharchu was killed in an encounter with the robbers. So another person was appointed as the minister. Bharchu wanted to return to his capital but he got the news of the appointment of another minister. He was disgusted and remained in the forest. When the enemy came to know about it, they told the king that he had become a goblin.
